Israel Achille Marie Octave Bayili is an independent consultant / researcher, co-founder and vice-president of the Pan-African Center-Initiative for the Sahel-Burkina Faso, (abbreviated CP-IS).

He holds a degree in Political and Social History, a Master in Crisis Prevention and Social Peace Management and a Master II in Governance and Regional Integration (African Union’s University, Institute of Governance, Humanities and Social Sciences).
