Dr. Luis Ignacio Garcia Sigman is currently a consultant for the Inter-American Drug Abuse Control Commission (CICAD), which is the consultative and advisory body of the OAS on the drug issue; and, also, thesis advisor for Master degree (Master in Terrorism) in the International University of La Rioja (UNIR).
Previously, he worked as professional analyst in the Ministry of National Security of Argentina. Before, he was doctoral fellow of National Scientific and Technical Research Council (CONICET), researcher in the Ministry of Defense, professor in different Universities and, also, advisor in the Legislature of Autonomous City of Buenos Aires.
He obtained a PhD in Political Sciences (University of Belgrano) and a bachelor’s in political science (University of Belgrano). He also holds a MA in Public Security (University of Salamanca) and a MA in Journalism (University of San Andres). He has made postdoctoral studies in social science (National University of Córdoba). Besides, he holds a Postgraduate Certificate in Countering Transnational Organized Crime from the George C. Marshall Centre European Centre for Security Studies.
He also achieved a Diploma in Big Data (Technological Institute of Buenos Aires), a Diploma Diploma in Sea, river and harbour drug trafficking dynamics (Naval School of Cadets “Almirante Padilla” – Colombian National Navy) and a Diploma in Public Safety (Blas Pascal University).
His research interests can be grouped in the following areas: organized crime, transnational crime, drug policy, money laundering and cybercrime. Currently, he is researching on how both TOC and Terrorism can take advantage of blockchain ecosystems to achieve their criminal purposes.
He has also appeared both as speaker and trainer in numerous national and international conferences and trainings on countering organized crime delivered by UNODC, OAS, INTERPOL, among other international organizations.
