Ambassador, Parliamentary Assembly of Mediterranean; Professor, French Military Academy
Ambassador Jean-Paul Laborde is roving ambassador for the Parliamentary Assembly of Mediterranean and special advisor of the President of that international organization on issues related to Transnational Organized Crime, Terrorism as well as the promotion of the rule of law. He is also Professor at the French Military Academy and chairs the activities on cybersecurity/ cyberdefense and is the director of the Centre of expertise on CT Activities. Jean-Paul Laborde was the Head of the Secretariat for the negotiations of the Transnational Organized Crime Convention at the UNODC Vienna before assuming the functions of Assistant Secretary General in New-York as Executive Director of the Counter-Terrorism Executive Directorate at the UN Security Council until 31 July 2017. Mr. Laborde has in the same time an academic carrier. Adjuncted Professor at the University of Toulouse and professor at the Catholic Institute for High Studies, he has written numerous articles on Criminal Justice Systems Reform, Transnational Organized Crime and Terrorism. He was key note speaker in many conferences on those topics and is the author of a book on Organized Crime and the Rule of Law. Ambassador Laborde had a long carrier in the French Judiciary ending with the positions of president of Chamber in charge of Financial and Economic Crimes at the Court of Appeals of Aix-en- Provence and finally Judge at the French Judicial Supreme Court, la Cour de cassation.
