James Soiles

In 2011, Mr. Soiles was appointed to the Senior Executive Service as the Deputy Chief of Operations, Office of Global Enforcement for the Drug Enforcement Administration (DEA). Mr. Soiles coordinates enforcement and administrative matters for all of DEA’s field elements, domestic and foreign, and represents DEA’s offices worldwide on matters relating to joint investigations and enforcement initiatives and other programs within the inter-agency community. He is responsible for approximately 800 employees.

Mr. Soiles began his career with DEA in 1983 and was hired as a Special Agent in the New York Field Division, where he was assigned to an International Group targeting Middle East Traffickers. In 1988, he was selected as the Senior Special Agent to the Paris Country Office. In 1992, Mr. Soiles was promoted to Group Supervisor of the Boston Field Division, where he led an Enforcement Group targeting International Organized Crime.

In 1998, Mr. Soiles was reassigned as the Country Attaché to the Athens Country Office, where he was responsible for Greece, Macedonia, Albania, Romania, and Bulgaria. Mr. Soiles led efforts targeting drug trafficking organizations operating in the Balkans, in addition to several maritime operations.

In 2004, Mr. Soiles was reassigned to DEA’s Special Operations Division (SOD) in the Europe, Asia, and Africa Section. Mr. Soiles coordinated multi-national, multi-jurisdictional operations with DEA field divisions and other domestic and foreign law enforcement counterparts and developed and coordinated significant Priority Target Organizations that became the model for DEA’s Afghan Initiative.

In 2006, based on his extensive law enforcement career and his experience in the foreign arena, Mr. Soiles was promoted to Section Chief of the Europe, Asia, Africa, Middle East and Canada Section in the Office of Global Enforcement at DEA Headquarters. Mr. Soiles was responsible for overseeing enforcement operations and programs in 48 foreign offices and 125 foreign countries.

In 2008, Mr. Soiles was promoted as the Assistant Special Agent in Charge to the SOD’s Field Enforcement Section where he oversaw the operations of the Bilateral Investigations Section and the Terrorism Investigations Unit. Mr. Soiles was instrumental in working with interagency and foreign officials to address several complex issues and encountered many of DEA’s most high profile investigations, such as the investigation, arrest, and successful extradition and prosecution of notorious International Arms Traffickers Viktor Bout and Monsor Al Kassar. Mr. Soiles graduated from Northeastern University with a Bachelor of Arts Degree in Criminal Justice and Public Administration.

He also completed leadership courses at Johns Hopkins University and is a member of the Federal Law Enforcement Officers Association and the Association of Former Federal Narcotics Agents Association. Throughout his career, Mr. Soiles has been the recipient of numerous awards and commendations from both DEA and other law enforcement counterparts. He received the National Association of Police Organizations, Top Cop Award in 2009. Mr. Soiles is married with three wonderful children.
