Odd Berne Malme

Senior Advisor, Global Initiative Against Transnational Organized Crime

Odd Berner Malme is a former Deputy National Police Commissioner at the Norwegian National Police Directorate from 2001 to 2007, where he played a key role in establishing the directorate and implementing a major national police reform. After completing his term as Deputy National Police Commissioner, he was appointed Police Adviser and Minister-Counselor at Norway’s Permanent Mission to the United Nations in New York, working in the areas of peace and security.

Malme has had a long and varied police career, ranging from patrol officer to top-level leadership positions. He spent many years in the Police Security Service, working with counterintelligence, and was involved in several high-profile cases related to national security. After his career in the Security Service, Malme worked at the Ministry of Justice and was involved in Norway’s entry into the Schengen cooperation as well as the establishment of the Baltic Sea Task Force.

Combating organized crime has been central to Malme’s career. He was Head of the Criminal Intelligence Service at the Oslo Police. This was also one of his areas of expertise in his work with the United Nations. Organized crime and international cooperation were also key elements of his position as Deputy National Police Commissioner. He is also one of the founders of the organization “The Global Initiative against Transnational organized Crime.”

In recent years, Malme has used his expertise in police reform projects in the Western Balkans. First as the head of the OSCE Law Enforcement Mission to Serbia, and later in projects under the auspices of the Centre for Integrity in Defense and Security Sector (CIDS) in the Ministry of Defense and the Ministry of Foreign Affairs.

Malme was educated at the Norwegian Police Academy and the FBI National Executive Leadership Institute.
