Luis Enrique Amaya is an international consultant and researcher on citizen security, with a specialty in studies on policy management and citizen security programs and projects (policy analysis and policy making process).
He holds studies in the areas of social psychology, criminal conduct, public policies, police intelligence, community policing, crime prevention, human rights, transnational organized crime, and experimental social research. Luis Enrique has more than 15 years of professional experience in conducting collective construction processes of strategic and operational plans in the area of citizen security, at regional, national and local levels, and with the participation of high-level policy makers and administrative staff.
He has experience in the participatory development of institutional strengthening and modernization instruments with a focus on human rights, for authorities in the area of citizen security. Academic and working experience on the design and execution of public opinion polls, on baseline research, on monitoring and follow-up studies, and on institutional performance and impact assessments.
Direct knowledge of the guides and work methods used by multilateral organizations and international cooperation agencies. Luis Enrique has worked as a consultant for the IDB, UN, and the European Union, among others. He has experience in directing, coordinating and developing criminological studies and social research projects.
