Israel Achille Marie Octave Bayili is an independent consultant / researcher, co-founder and vice-president of the Pan-African Center-Initiative for the Sahel-Burkina Faso, (abbreviated CP-IS).

He holds a degree in Political and Social History, a Master in Crisis Prevention and Social Peace Management and a Master II in Governance and Regional Integration (African Union’s University, Institute of Governance, Humanities and Social Sciences). PAUGHSS), he has worked on transnational organized crime issues in West Africa, refugee protection in the Central African Republic (CAR) and youth radicalization and violent extremism in the Sahel
