Ioannis Vlassis

MEL Officer and Analyst , Global Initiative against Transnational Organized Crime

Ioannis joined the Global Initiative Against Transnational Organized Crime in April 2022 as an Analyst for the South Eastern Europe (SEE) Observatory and supporting the Global Strategy against TOC. During his time as part of the SEE Observatory, his primary focus was on anti-corruption, contributing to a series of in-depth studies examining organized corruption, and the integrity and independence of criminal justice institutions, including the police, prosecution services, the judiciary, and anti-corruption bodies in the Western Balkans.

Ioannis was also involved in the Observatories strategic foresight work, applying a pioneering methodology to explore how organized crime dynamics intersect with broader trends in politics, technology, climate change, and economic development. This culminated in a scenario-based report forecasting how organized crime may evolve in the Western Balkans by 2035.

Since June 2025, he has been part of the Southeast Asia team, supporting the Mekong Network to Counter Transnational Crime (MNET) project, leading Monitoring, Evaluation and Learning (MEL), and continuing to develop his analytical expertise on organized crime trends and responses in the region.

Ioannis is a Greek national and holds an LL.B in Law from the University of Warwick (United Kingdom), and an Advanced LL.M cum laude in International Criminal Law from the University of Leiden (Netherlands).

Ioannis is fluent in English and Greek, possesses limited working proficiency in German, and basic knowledge of Spanish.
