Fernando is an international development professional with more than fourteen years of experience in the design, execution, monitoring, and evaluation of public policies in the fields of government modernization, citizen security, public and behavioral economics. As an international consultant, he regularly advises development organizations such as the Inter-American Development Bank, the International Organization for Migrations, the Panamerican Health Organization, the Organization of American States, the World Bank and United Nations Development Program.
He does research and lectures in graduate and undergraduate programs for the National University of Tres de Febrero, the University of Buenos Aires and Universidad Nacional de Rio Negro. He has taught postgraduate courses at Harvard Kennedy School of Government, Miami Dade College, the William J. Perry Center for Hemispheric Defense Studies, and the Ortega y Gasset University Institute (Madrid).
He is a PhD candidate in Economics from Universidad de San Andrés in Argentina, holds an MPA from Harvard Kenndy School of Government, a Master in Economics, a Master in Public Policy and a BA in Political Science (all from Universidad de San Andrés).
