Col (r) Buitrago is a senior security leader with over 30 years of public and police organisational leadership experience in complex domestic and international environments. He has experience in leading the development and deployment of programmes, enterprise-wise initiatives in the areas of risk mitigation, programme protection, investigations, technology protection, terrorism, international security operations as well as massive event security planning and execution and background screenings in order to mitigate risk and deliver value to the end-user. He is knowledgeable in the principles and techniques of law enforcement and public safety, and skilled at preparing crime scenes for investigation including interviewing witnesses and victims collecting evidence preparing reports and updating activity logs. He is trained to quickly analyze crisis situations. In addition, he is foremost an authority in training in international police cooperation.
