Dr. Jean Sylvestre Djibiany BIAGUI, a retired Colonel, is Director of the Institute for Peace and Security. His professional experience spans thirty-six years in the Armed Forces from the tactical to the strategic level. During his career, he served in Sierra Leone with IMATT as part of the security sector reform (2004-2005). He also served as an Observer with UNOCI in Côte d’Ivoire (2006-2007) and as Chief of Staff to the Force Commander of MINUSCA (2016-2017). He was Special Adviser to the Director General of CHEDS and Programme Manager for the Master’s degree in Defence, Security and Peace. He has developed expertise in human rights and gender throughout his career. He has participated in the drafting of various strategies, including the strategy for integrating gender into the Armed Forces. He teaches security studies at various universities. Dr. Biagui holds a Master of Art in Defence from King’s College London, a Master in Citizenship, Human Rights and Humanitarian Action from the Faculty of Legal and Political Sciences and a PhD in Public Law from UCAD.
