Political Scientist. Master’s degree in Political Science with a specialization in Public Affairs from Panthéon-Sorbonne University in Paris. Specialist in Intelligence Services (UNED–Spain) and certified in Asset Recovery and Crime Proceeds Confiscation by the Office of the Prosecutor General of South Korea. Carolina has over 14 years of experience leading areas related to Public and State Security, as well as Strategic Intelligence. Between 2018 and 2020, she worked as a consultant for the United Nations on issues related to peace and security, climate action, women’s political participation, and global governance. As part of this work, she conducted field research in Africa and the Middle East and supported diplomatic negotiations across the Americas. She holds a dual degree in Political Science and Economic and Social Administration from Panthéon-Sorbonne University. Since 2021, she has served as Regional Advisor for the Climate and Security Programme at the Igarapé Institute, based in Brazil. In this role, she led regional studies and consultations on environmental organized crime and its connection to money laundering in the Amazon region. She currently serves as the Secretary-General for Citizen Security and Risk Management of the Metropolitan District of Quito, Ecuador.
