Guy Vinet is a colonel (rtd) of the French Gendarmerie. He worked extensively in South Eastern Europe for the UN, NATO and the European Union. He held many Gendarmerie leadership positions, worked as a course director and trainer for the European Police College and was in charge of international police cooperation at the French Ministry of Interior. He worked in Africa and supervised police operations in French overseas territories. Guy holds a PhD in Political Science and Master’s Degrees in International Relations, Geopolitics and Diplomacy from Paris Universities. He is a graduate of the Air Force Academy, the National Gendarmerie Academy and the Army Senior Staff College. Guy also holds diplomas of the British Police College (Centrex-Bramshill) and the Geneva Centre for Security Policy. Before he joined the OSCE Secretariat, he has supervised the Security Cooperation Department at the OSCE Presence in Albania. He regularly writes articles in French international defense and strategy magazines.
