Dr. Mishra is a former Indian Police Service officer of AGMUT (Arunachal, Mizoram, Goa & Union Territory) Cadre. With more than 36 years in service, he has evolved to become an ace investigator, effective strategist, and a tactful law and order handler. His unparalleled operational expertise and professional acumen gained him a reputation as an effective planner and executor of mega security arrangements. He was overall in charge of G20 Security arrangements at the main venue at Bharat Mandapam (Pragati Maidan, ITPO Complex) held in New Delhi. The G20 Summit was held on 9th – 10th September 2023 for the first time in India. The Summit was attended by 29 Heads of States and Governments and 14 Heads of International Organizations from all over the world.

His book ‘Policing Delhi: Urbanization, Crime and Law Enforcement’ published by Oxford University Press is a textbook, which helps in understanding the policing challenges in a metropolitan city. The second book ‘Watch Out: A Handbook for Safe Living’ that he authored, has been translated in four Indian languages i.e., Hindi, English, Konkani, and Punjabi. Dr. Mishra has written many articles in a variety of journals, which includes chapters in several edited books. His areas of specialization include planning and execution of mega security events; managing major law and order arrangements; community, predictive and evidence-based policing; correctional and prison reforms; disaster management and urban violence and metropolitan policing, to name a few.
