Nicolás is a criminologist specializing in organized crime, citizen security and police studies. He has integrated, advised, and directed projects on crime control in public institutions and international agencies such as the United Nations Office on Drugs and Crime and the National Elections Jury.
He has been an official in entities such as the Presidency of the Council of Ministers and the National Commission for Development and Life without Drugs – Devida, where he directed the publication of the National Anti-Drug Policy by 2030. He has been Chief of Staff and Vice Minister of Public Security in the Ministry of the Interior, being its main task to formulate the bases for the Strengthening and Modernization of the National Police of Peru and the Peruvian Police Profile. He is a professor of Research Methodology and Criminology, as well as the author of scientific publications in his areas of specialization.
Currently, Nicolás is the Director of the Institute of Criminology and Executive Director of the NGO Dialogo Ciudadano.
