Dorly Castaneda

Senior Researcher, Global Initiative against Transnational Organized Crime

Dorly Castaneda is a Senior Researcher at the GI TOC Observatory on Violence and Resilience in Haiti and the Caribbean. Based in Santo Domingo, Dominican Republic, she specializes in conflict analysis, peacebuilding, and international cooperation.
With more than 18 years of experience, Dorly has worked extensively on violence prevention, resilience, and gender empowerment in conflict-affected contexts. She has integrated conflict sensitivity into major development programs, including USAID’s largest Food Security project in Mali, and supported strategic initiatives for organizations such as the World Bank, where she contributed to research on Venezuelan migration and the Colombian Peace Process.
Her work spans strategic evaluations for non-profits, impact assessments for the European Union, and policy analysis in Africa and Europe. Dorly has also served as a Visiting Researcher at Columbia University and Georgetown University, enriching her expertise in global peacebuilding and policy analysis.
She is the author of peer-reviewed publications, opinion pieces, and books on peacebuilding. Dorly is fluent in Spanish, French, and English, and holds a PhD and Master’s in International Relations from Sciences Po Paris, as well as a BA in Economics from Los Andes University in Bogotá
