Following press reports in local Algerian media, the Global Initiative Against Transnational Organized Crime (GI-TOC) can confirm that on Tuesday 14 February 2023, Raouf Farrah, Senior Analyst with the GI-TOC was arrested in Annaba, Algeria, by officers of the Gendarmerie Nationale and the judicial police. Raouf was visiting his parents with his wife and child when detained. He has been held under arrest since. Both his parents have also been detained and although his mother was released, his father remains in detention at the time of writing.
To date Algerian authorities have not presented any formal charges or notified his family of what he and his father are being held for. Nonetheless, we understand, that Raouf has now been placed in garde a vue (formal custody).
The GI-TOC is deeply troubled and concerned by Raouf’s arrest and is following closely and working to understand the legal context and what he is being accused of. Raouf is a highly respected member of our team of analysts, whose published work speaks for itself for its ethical standards and quality. At this stage, the GI-TOC expects that Algerian authorities will ensure that his rights are respected and that he is afforded due process as provided for by Algerian laws and Constitution.

DÉCLARATION DU GI-TOC SUR L’ARRESTATION DE L’ANALYSTE PRINCIPAL RAOUF FARRAH
À la suite d’articles de presse dans les médias locaux algériens, l’Initiative mondiale contre la criminalité transnationale organisée (GI-TOC) confirme que le mardi 14 février 2023, Raouf Farrah, analyste principal au GI-TOC, a été arrêté à Annaba, en Algérie, par des agents de la Gendarmerie Nationale et de la police judiciaire. Raouf rendait visite à ses parents avec sa femme et son enfant lorsqu’il a été arrêté. Il est en état d’arrestation depuis. Ses deux parents ont également été arrêtés et bien que sa mère ait été libérée, son père est toujours détenu au moment où nous écrivons.
À ce jour, les autorités algériennes n’ont porté aucune accusation formelle ni informé sa famille des raisons de son arrestation. Néanmoins, nous comprenons qu’il a été placé en garde à vue.
La GI-TOC est profondément troublée et préoccupée par l’arrestation de Raouf, nous suivons de près et travaillons à comprendre le contexte juridique et les accusations portées contre lui. Raouf est un membre très respecté de notre équipe d’analystes, dont les travaux publiés parlent d’eux-mêmes par leurs normes éthiques et leur qualité. A ce stade, la GI-TOC s’attend à ce que les autorités algériennes veillent à ce que ses droits soient respectés et à ce qu’il bénéficie d’une procédure équitable comme le prévoit les lois et la constitution algérienne.

بيان المبادرة العالمية لمكافحة الجريمة المنظمة العابرة للحدود حول إيقاف المحلل الرئيسي رؤوف فراح
بعد تقارير صحفية في وسائل الإعلام الجزائرية المحلية ، تؤكد المبادرة العالمية لمكافحة الجريمة المنظمة العابرة للحدود أنه في يوم الثلاثاء 14 فبراير 2023 ، تم القبض على رؤوف فراح، محلل رئيسي في المبادرة، في مدينة عنابة بالجزائر ، من قبل ضباط الدرك الوطني والشرطة القضائية. كان رؤوف في زيارة لوالديه مع زوجته و ابنته عند ايقافه ، وهو محتجز منذ ذلك الحين. تم كذلك إيقاف والديه. و بينما أفرج عن والدته، لايزال والده قيد الايقاف حتى وقت كتابة هذا البيان.
حتى الآن لم توجه السلطات الجزائرية أي تهم رسمية، و لم تبلغ أسرته بأسباب إحتجازه. و مع ذلك نفهم أن رؤوف فراح قيد الاحتجاز الاحتياطي.
