Luis Toledo has professed as an attorney, holding a Master’s Degree in Organisational Psychology from Universidad Adolfo Ibañez and a diploma in Criminal Procedure, in Legal Argumentation and Evidentiary Reasoning. He is the former Deputy Prosecutor and former Regional Prosecutor as well as the Director of the Drug Unit of the National Prosecutor’s Office.

He is currently the Director of the Center of Studies for Action and Prevention in Public Security and Organized Crime of the Faculty of Law and Social Sciences of the Universidad San Sebastián. He is also an external consultant in matters of drug trafficking and organized crime in Latin America and for international programs linked to UNODC. Among his activities, he has directed the Observatory of Drug Trafficking in Chile in their annual publications from 2016 to 2022.
