On 2 July 2019, a detention centre for migrants housed in a Libyan military compound took a direct hit from an airstrike. At least 50 migrants died on the spot and more than a hundred others were injured, some of them critically. The event was a lightning rod for international condemnation, but for many Libyans it was one event among hundreds of other dark turns since the fresh outbreak of war in the south of the capital at the beginning of April.

The contrast in attitudes exposes the disconnect between international and local priorities at a critical juncture for Libya, when ongoing fighting increasingly taking the shape of a dense and prolonged proxy war.

On the side of the 2019 UN General Assembly, the Global Initiative Against Transnational Organized Crime will be hosting a debate around these themes. The discussion will benefit from ongoing research conducted by the Global Initiative in Libya as well as the expert views of a panel of researchers and analysts with extensive and regular exposure to the country.
