Raluca-Ioana Mocanu

Lecturer Ph.D. at University of Bucharest, Faculty of Law

Dr. Raluca-Ioana Mocanu is lecturer at Criminal Law Department, Faculty of Law, University of Bucharest since 2018, specialised in organised crime and related offences. Her lectures, at the Master program „Criminal Sciences„ provides a special focus on transnational organised crime and related offences – drug trafficking, trafficking in human beings and smuggling of migrants, laundering of mine as well as terrorist offences. The lectures are meant to analyse the Romanian legal dispositions regarding the above-mentioned issues and the most relevant cases from Romanian jurisprudence.

Also, the lectures provide a comparative prospective of the national legislation in relation to other European legal systems. Her academic career began in 2005, when she joined Criminal Law Department and started to have classes with students, while she completed doctoral studies regarding the Romanian anti-terrorist law. She defended the thesis on March 2010 at the University of Bucharest. In 2014 she was the National Rapporteur for Romanian anti-terrorist legislation at the Vienna International Comparative Law Congress.

Her interest regarding organised crime offences has raised after several post-doctoral research fellowships. She was awarded the Swiss Government Excellence Scholarship for Foreign Students, consequently for the academic year 2014-2015 she joined the Department of Criminal Law and Criminology, Faculty of Law, University of Fribourg (Switzerland) with the research-project „Organised Crime Between West and East. Trafficking in Human Beings” under the supervision of Prof. Dr. Nicolas Queloz.

In the following years she several three moths research stage at the University of Poitiers, Institute for Criminal Sciences with the project: „Trafficking in Human Beings. Smuggling of Migrants. Adapting the Legal Response to Current Evolution of the Phenomenon„ and at the Woodrow Wilson International Center for Scholar with the project : „The Legal Response to Self-Radicalized Terrorists”.

Since 2019 she is member at national network in the project COST Action 17102 POLICE STOPS; in February 2020 she was designated MS Substitute. She participated in numerous conferences and published several studies and articles.
