Dr. Jack Nolan

Assistant Commissioner (Retired), Ireland's National Police

Jack is a retired senior policeman having served 40 years in policing and public service in Ireland.

His most recent position was Commissioner in Charge of Police for the Dublin Metropolitan Region, Ireland. He was previously the Commissioner in charge of the Southern, Western and South Eastern Police Regions and was the head of Organisational Development and Strategic Planning, the Community Relations and Public Safety departments of An Garda Síochána.

He formerly held national portfolios in respect of Freedom of Information, Data Protection, and crime prevention on an organisational basis.

He is a former Director of Education and Training for An Garda Síochána (Ireland’s National Police Service).

Jack has considerable experience of law enforcement in the USA, Canada, UK, Africa and many European countries. He advises on law enforcement, drugs policy, law enforcement and public health, law enforcement/ and community interface and police education to various bodies.

He is currently engaged as an independent Consultant on law enforcement and drug crime by Dublin City Council. He is also engaged as an external expert with the European Border & Coast Guard Agency (Frontex). He lectures in business and organisations at TCD Dublin and in the MRU Lithuania and the College of Technology, Rezekne Latvia on the European Joint Master’s in Strategic Border Management.

Jack has recently been appointed as the Chairman of the Dublin North – Darndale Socio-Economic Leadership Group (2021) and is a former member of many other Boards in Ireland, in the areas of Penal Reform, Institute of Public Administration Educational Committee, Age Friendly Ireland, IASIO (Social Integration of Offenders), Executive Board of JARC (Joint Agencies Response to Crime) and CEPOL (European Police College) Board of Management.
