Angel Aveira, commonly called Lito among friends and colleagues, is a seasoned information and communications technology (ICT) practitioner with over four decades of experience in the industry. He is an ICT consultant focusing on matters relating to cybersecurity, cybercrime, and personal information protection. Lito is a National Privacy Commission Certified Data Protection Officer and the President of the Philippine Computer Emergency Response Team. He is also a member of the ASEAN Japan Cybersecurity Community Alliance, the National Chairperson of the National Citizens’ Movement for Free Elections, and a Senior Adviser of the National Association of Data Privacy Officers of the Philippines. Lito is a member of ISOC-PH, a consultant with Secure Connections, and a member of the Philippine National Police Anti-Cybercrime Group Advisory Group.
Lito lobbied for the passage of ICT laws like the Data Privacy Act, the Cybercrime Prevention Act, and the DICT Act of 2015, among others. He was a resource person with the Philippine Supreme Court’s Sub-committee on E-Commerce, the UNODC’s Education for Justice Project and the Council of Europe’s Global Action against Cybercrime. He also served as lecturer at the Philippine Judicial Academy in partnership with the US DOJ OPDAT.
