Pablo Zeballos is a Public Security Administrator and researcher specializing in organized crime, strategic intelligence, and public security in Latin America. He holds a Bachelor’s Degree in Senior Public Security Administration and served 20 years as a Chief Officer in Carabineros de Chile, including 14 years in the Intelligence Directorate focused on international terrorism, transnational organized crime, and emerging threats. He is Senior Researcher at IBI Consultants (Washington, D.C.) and the Center for Democracy Analysis (CAD Latam), and Co-Founder of the Centro de Investigación de Violencia y Crimen Organizado (CIVYCO). Since 2025, he advises Chile’s Minister of Justice and Human Rights on penitentiary security and organized crime, and serves on the Advisory Panel of Security Experts of the Ministry of Security. His recent publications include A Virus Among Shadows (2024), When Crime Prays (2025), Prison and Security Crisis (2025), and Transnational Organized Crime: A Hemispheric Perspective (2025), co-authored with Douglas Farah. He is a member of the NET4U Network and a participant in the UN Convention against Transnational Organized Crime (UNTOC) civil society network.
