Phetmany Khemmana

Field Coordinator - Laos, Global Initiative against Transnational Organized Crime

Phetmany Khemmana joined GI-TOC in August 2025 as the Laos Field Coordinator. He worked for over 10 years as a police officer focusing on disrupting TOC networks threatening biodiversity and natural resources.

He worked in the Ministry of Public Security and the Ministry of Natural Resources and Environment in Laos, and has experience working with NGOs and international organizations such as ILSTA, the United Nations, and World Bank-funded initiatives. His efforts supported national and regional strategies to combat TOC, particularly in the Mekong subregion.

In Laos, Phetmany developed comprehensive technical guides and designed targeted training programs to enhance law enforcement capacity in wildlife crime investigation and prevention. He authored the national Action Plan on Combating Wildlife Crime, which has been adopted and implemented nationwide by the Environmental Police. Committed to protecting not only Lao natural heritage but also world nature, he strives to strengthen legal frameworks and enforcement mechanisms to safeguard the environment globally.
