Luc Dockendorf started working in international relations in 2003 and has been a career diplomat since 2006. In March 2025, he started as Luxembourg’s thematic Ambassador for Cybersecurity and Digitalisation, having previously chaired the EU Friends of the Presidency on Cyber Issues group at the attachés’ level during his country’s Presidency of the Council of the European Union in 2015.

He has worked in Brussels, New York, and Geneva, and was a member of Luxembourg’s team on the UN Security Council in 2013-2014 and the UN Human Rights Council in 2022-2024. Beside cyber diplomacy and, human rights, and security policy, he has worked on development cooperation (multilateral and NGO), and multilateral diplomacy.

He holds an MA in English and International Relations from the University of Aberdeen and is married with three children. His membership in the Global Initiative’s expert network is in a personal capacity.
