Mark Bishop has been in UK law enforcement for 22 years, and is currently the International Advisor to the new UK National Crime Agency, coordinating NCA’s International activity across government, with the UK Foreign & Commonwealth Office, Department for International Development, Cabinet Office, UK Trade & Industry and others, having previously served as the Regional Director for Africa, Asia, Middle East & the Pacific for the Serious Organised Crime Agency, managing all SOCA’s operations and offices in those regions, and as their Head of the International Strategy, Co-ordination and Development Branch. Prior to that, he was the first Country Manager for SOCA in Afghanistan, serving two and a half years there building capacity and capability with the Afghan agencies to target the top end of organised crime, having previously been the Country Manager for Russia, Belarus & Ukraine (2002-2006) for HM Customs & Excise, and Liaison Officer in Chicago, USA (1999-2002), also for HMCE. Previous jobs include on operational teams for HM Customs & Excise, working against money laundering and heroin trafficking, as well as excise duty fraud. He has a Masters Degree in Intelligence & International Security from Kings College, London, and is a member of the International Institute for Strategic Studies, as well as the International Association of Chiefs of Police. He has lectured at numerous academic fora in the UK on overseas law enforcement co-operation, as well as speaking at a number of international law enforcement events, and has also authored a chapter in the Routledge Manual of Transnational Organised Crime (2011).
