Pascal Tanguay has worked and provided leadership in the field of drug policy for the past 20 years, particularly in Thailand and elsewhere in Asia. Pascal was recognized by Her Royal Highness Princess Bajarakitiyabha of Thailand for significant contributions to drug policy development after he led and oversaw the implementation of the national response to HIV targeting people who inject drugs from 2011 to 2015. Later, Pascal was the Deputy Director of the Law Enforcement and HIV Network, a global network of police officers who support HIV prevention among vulnerable populations.

Pascal is currently an independent consultant providing technical support services at the intersection of public health and public security to communities, civil society, academics, governments, development partners and media agencies.
