Dr Mark Shaw, Executive Director of the Global Initiative Against Transnational Organized Crime (GI-TOC), sets out the organization’s assessment of the growing infiltration of South Africa’s criminal justice system by organized crime. Drawing on GI-TOC research, comparative international experience and evidence on criminal markets, state-embedded actors and institutional vulnerabilities, the statement proposes a series of short- and long-term reforms to strengthen the country’s capacity to prevent and respond to criminal infiltration.
