The Global Fraud Summit 2026 comes at time when fraud and related cyber scam operations have become one of the most alarming evolutions of transnational organized crime. In many places they have become highly sophisticated, mobile, industrial scale operations that target people around the world and rely on a global pool of recruits. Their use of technology and professional money laundering service providers has the potential to reshape the global criminal economy.

However, fraud and cyber scam operations remain low risk and high reward. As operations spread globally, the GI-TOC will draw attention to these developments and promote innovative efforts to respond at the summit, with a focus on the launch of a new global report on fraud centres.

This side event will examine the various forms that fraud centres take globally, and will culminate in the presentation of a global report, building on GI-TOC research and analysis of this topic. Drawing on insights from Asia, Europe, Latin America and Africa, participants will discuss the emergence of a global illicit market that thrives on technological innovation, where criminals can collaborate effectively without the usual barriers of trust or competition. The event will also explore unique local enablers, including geopolitics and political protection, and examine convergences with other types of crime.
