Dr. Daniel Bear

Professor at Humber Polytechnic

Dr. Daniel Bear is a Professor at Humber College’s Faculty of Social and Community Services and former Director of the Humber Centre for Social Innovation. He holds an MSc and PhD in Social Policy from the London School of Economics, where his doctoral research examined the impact of drugs policy changes on street-level police enforcement practices in London.

Dr. Bear brings extensive experience in policing research and drug policy analysis. He currently leads an evaluation of In-Service Training for one of Canada’s largest municipal police services, examining knowledge transfer from training to applied practice. His research portfolio includes leadership of the Global Cannabis Cultivation Research Consortium’s Canadian component and multiple projects on cannabis regulation and harm reduction approaches.

Dr. Bear’s scholarship often focuses on street-level implementation of drug policies, police training effectiveness, and the intersection of law enforcement with marginalized communities. His professional background spans consulting for the Colombian National Police’s transition from military to civilian control, research with the UK’s Metropolitan Police Service, and analysis of stop-and-search policies for Release, the UK’s largest drugs-focused legal aid charity. Dr. Bear served on the Ontario Parole Board and worked with the American Civil Liberties Union’s Drug Law Reform Project.
