María de la Luz Lima Malvido

Professor of Victimology at Instituto Nacional de Ciencias Penales (National Institute for Crime Sciences)

María de la Luz Lima Malvido is an expert in criminology and criminal law. She made a coursein Criminal Investigation, FBI-PGR, and was trained at the “Violent Criminal Apprehension Program” (VICAP), FBI-PGR. With a PhD in Law (magna cum laude) Professor Lima has been awarded a certificate in terrorist studies by the University of St Andrews, Scotland (2008-2009).
 
María has led police forces in México, Colombia, Guatemala and Honduras. And she is a professor and lecturer at different MScs in majors such as criminology, victimology, and prison law in Mexico, and guest professor at different universities in Argentina, Honduras Colombia, Santo Domingo, Croatia, and other countries She was a Sexual Offenses and Kidnapping Prosecutor.
 
In 2001 she was the deputy Attorney General of Mexico then was appointed as Minister of Political Affairs, from the Mexican Embassy to the United Kingdom. Also she has participated as a representative of Mexico in international meetings and has been part in groups of experts of the United Nations Organization on topics about violence against women, family violence and victims assistance,  a designer and promoter of the MSc in Victimology for INACIPE, Instituto de Ciencias Forenses y Periciales de Puebla, and INFA University in Chiapas, México. Currently she is researcher and Professor of Victimology at Instituto Nacional de Ciencias Penales (National Institute for Crime Sciences) (INACIPE).
 
Additionally, María is member at Academia Mexicana de Ciencias Penales (Mexican Academy for Crime Sciences). Doctor Lima has worked as a consultant in several countries (United Kingdom, Honduras, Colombia, Guatemala, Canada, Spain, and in Mexico with international agencies and national institutions in the design, implementation or evaluation of public policies (USAID, ILANUD, IDB, Instituto Max -Plank, UNODC, PGR, Ministry of the Interior, Ministry of Foreign Affairs, Ministry of Health, Government of Jalisco, Municipal Government of Puebla) on various issues.
